Construction Product Regulation

If you manufacture, import and/or distribute construction products within the European Economic Area (EEA) then The Construction Products Regulation (CPR) applies to you. The CPR was adopted by the European Commission and UK Government on 1 July 2013 replacing the Construction Products Directive (CPD). The CPR builds on the CPD and aims to break down trade barriers in construction products within the EEA.

As a result of the change, CE marking is now mandatory in the UK.

What does the CPR cover?

The CPR has a broad scope applying to many types of products from welding consumables to building materials through to road construction products. There are no specific exclusions to the CPR however it is only applicable to products for which a ‘harmonised technical specification’ exists.

All products covered by the regulation must meet the relevant essential performance characteristics which are related to the ‘Basic requirements for construction works’ as defined within Annex I of the CPR. These requirements fall into the following categories:

  • mechanical resistance and stability
  • safety in the case of fire
  • hygiene, health and the environment
  • safety and accessibility in use
  • protection against noise
  • energy economy and heat retention
  • sustainable use of natural resources.
